WINDSOR CHARTER TOWNSHIP BOARD OF TRUSTEES

REGULAR MEETING – MAY 11, 2010

MEETING ROOM – 7:30 P.M.

 

Meeting was called to order by Supervisor Butler with the Pledge of Allegiance. 

Present:  Butler, Blust, Blair, Kline, Marsh, Myers   (Dailey, Deputy Clerk)

Absent:  Towsley

 

Blust moved and Myers seconded to approve the agenda as printed.  Carried unanimously.

 

Marsh moved and Blair seconded to approve the consent agenda which consisted of the minutes of the previous meeting.  Carried unanimously.

 

Supervisor Butler gave the Sheriff report that in the past 2 weeks we have had 110 calls with 68 being traffic related.  There was one B & E.

 

Blair gave report from Planning Commission that they will discuss the Stover SUP on May 12, 2010 and the next Sewer Board Meeting is to be held May 20, 2010.

 

Chief Miller gave the report from the Emergency Service Department.  There have been 275 runs so far, down 85 runs over last year; with 37 of those runs in the past 2 weeks.  Fire runs are at 57 runs, down 5 runs over last year.  Chief Miller also stated that he is preparing 2 grants; one to replace Engine 1153, which is 22 years old and one to replace an ambulance.

 

There was nothing to report from Assessor Preston.  Marsh made the commit that he had heard from residents that Assessor Preston “is a nice young man to deal with”. 

 

Blair reported that the dust control schedule was set and that the website has been moved to a new host and is up and running.

 

Dailey reported the results of the election held on May 4, 2010.  There was only a 6% turnout in Windsor Township.

 

The DDA Resolution was offered by Blair and supported by Myers. 

Ayes:  Myers, Marsh, Butler, Blair, Blust, Kline.

Nays:  none

Absent:  Towsley

DDA Resolution was adopted by a vote of 6 to 0.

 

Blust moved and Blair seconded to repave the EMS parking lot at the cost of $2500.

Carried unanimously.

 

A Resolution to establish a 120 day land use moratorium regarding commercial medical marihuana was offered by Kline and supported by Blust .

Ayes:  Kline, Blair, Blust, Butler, Marsh,  Myes

Nays:  none

Absent:  Towsley

Marihuana Resolution was adopted by a vote of 6 to 0.

  

County  Commissioner, Linda Keefe, made the following comments:

 

1)  Ground was broken on April 21, 2010 for the Dental Clinic in Charlotte.  This clinic is

      for the low income families of Eaton County.

 

2)  There will be a proposal on the August 3rd ballot involving Eatron and she says

      there is a great interest in Windsor Township for the Eatron services.

 

3)  Tom Byerley, 4815 Dimond Way, has been appointed, by Governor Granholm, to

      fill the vacant Probate Court Judicial position due to the passing of Judge Skinner.

 

Allen Schlossburger introduced himself to the Board.  He is running for the position of

Eaton County Probate Court Judge to fill the position left vacant due to the passing of Judge Skinner.

 

Michael Atayan, Eaton County Drain Commisssioner, commented on a request regarding the trucking on the Stover property.  Blair asked if he would return for the Planning Committee Meeting to be held on May 12, 2010 to repeat his comments. 

 

With no further business Kline moved and Blust seconded to adjourn the meeting.  Motion carried 6 – 0.  Meeting was adjourned at 8:02 PM.
