WINDSOR CHARTER TOWNSHIP BOARD OF TRUSTEES

REGULAR MEETING - OCTOBER 11, 2005

MEETING ROOM - 7:30 P.M.

 

 

Meeting was called to order by Supervisor St. Clair with the Pledge of Allegiance.

Present: A. St. Clair, Towsley, J. St. Clair, Blair, Butler, Kline, Slucter

Absent: none

 

Minutes of previous meeting were approved as amended.  (Date for budget public hearing was listed as 2006 not 2005)

 

Public hearing for 2006 budgets was called to order at 7:33 PM.

 

Butler asked why bond payment doubled?  We have a 2nd bond this next year.

 

A. St. Clair stated that we have budgeted to pay off Carrier Creek in 2006.  Slucter asked the interest rate on the project?  5 1/4 %.

 

Butler moved and Blair seconded to close the Public Hearing.  Carried unanimously.  Closed at 7:38 PM.

 

Blair gave reports from Planning Commission, Sewer Board and Web Site.

 

Clerk gave report from Sheriff Department. We have had 85 calls in the past 2 weeks with 34 being traffic.  There has been 6 B&E, 3 larceny from autos and 6 malicious destruction.

 

Cribley gave report from Emergency Service Department.

 

Supervisor reported that 5 members of the board have been accused of violating the Open Meetings Act. No such meeting ever took place and there is no violation.  We have also received 3 FOIA requests that will take many hours to process.

 

Treasurer's report received.

 

Slucter moved and Kline seconded to pay general fund bills totaling $96577.38. (Vouchers 18907-18946 & 16026 - 16094)

 

Towsley offered and J. St. Clair supported the resolution of approval for the 2006 budgets.  (Copy attached)

Ayes: A. St. Clair, Towsley, J. St. Clair, Blair, Butler, Kline, Slucter

Nays: none

Resolution adopted.

 

Towsley offered and Butler supported the resolution to levy 2.4 mils for winter 2005 tax bills. (Copy attached)

Ayes: A. St. Clair, Towsley, J. St. Clair, Blair, Butler, Kline, Slucter

Nays: none

Resolution adopted. 

 

Towsley moved and Slucter seconded to make an operating transfer $9735 from general fund to Fire Hydrants Special Assessments to correct amounts for 2003 & 2004.  Carried unanimously.

 

Towsley moved and Slucter seconded to transfer $ 3650 from contingency to Fire Hydrants for 2005 budget.  Carried unanimously.

 

Clerk shared petitions from residents of Windsor Mobile Home Park and Jacaranda about lowering the speed limit on Canal.  Copies have been sent to Sheriff Department, Cy Abdo and Eaton County Road Commission.

 

Cy Abdo, County Commission District # 10, gave report on happenings at the county and the Dimondale Business Alliance Group.

 

With no further business Towsley moved and Blair seconded to adjourn the meeting. Carried unanimously.  Adjourned at 8:25 PM.
