May 21, 2009

Roll Call

Present:  Blair, Chappell, Reznick, Rich, Slucter Absent: None Also Present: Denise Parisian, Village Manager; Betsy Kelly, Recording Secretary; Mike Spitler, WWTP Operator

 

Treasurer’s Reports/Bills

Motion by Slucter, second Chappell, to accept the treasurer’s report for April 16,  2009 as presented.  Motion carried.  Motion by Slucter, second Chappell, to accept the treasurer’s report for May 21, 2009 as presented.  Motion carried.  Motion by Reznick, second Rich, to approve payment of $30,086.30 for April 16, 2009 bills. Motion carried. Motion by Reznick, second Slucter, to approve payment of $29,132.59 for May 21, 2009 bills. Motion carried.  

 

Minutes

Motion by Reznick, second Chappell, to approve the minutes of the March 19, 2009 regular meeting as presented.  Motion carried.

Superintendent’s Report

Spitler reported on the following items: the need to replace the influent flow meter at a cost of about $3,000.00; repair of the decant pump in the sludge holding tank; and the final repair to the asphalt on Bridge St. from the January main break.

 

Old Business

Parisian reported that Wolverine has completed the first phase of engineering for the main in the river noting that the contractor quickly hit bedrock in drilling the test wells, however this does not appear to be an insurmountable design issue.   

 

New Business

1.      Parisian introduced Fred and Rosann Smith, owners of the Bridge Street Pub, to request a billing reduction for the business.  Mr. Smith explained that the restaurant has not been operational since December 25, 2008 and requested relief from the outstanding sewer balance. Parisian stated that the current amount due, $3,429.36, is based upon a billing factor of 11.99 REU’s for the restaurant and 1 REU for the apartment covering the period from September 1, 2008 to May 31, 2009.  Parisian suggested a revised balance of $1,622.96 which includes actual usage for September 1 - December 31, 2008 for the bar and apartment and a reduced minimum rate of 2 REU’s per month for January 1 - May 31, 2009.  Motion by Slucter, second Rich, to accept $1,622.96 as a current balance and to continue to bill for a minimum of 2 REU’s per month for the bar and apartment until the business reopens.  Motion carried.      

2.      Parisian explained that Eaton County may widen and reconstruct Canal Road between Windsor Hwy. and Lansing Rd. in 2010 and that the Board may want to consider repair or replacement options for the sewer main in conjunction with the road project.  She noted that the sewer main along Canal has had four patches in roughly seven years and that the cost will escalate if replaced after the road is widened.  Discussion followed regarding the condition of the pipe, the cost of replacement, and financing options.

3.      Parisian explained that the compliance date for the Red Flag Rules has been delayed until August 1, 2009 and the FTC will release a template for entities with a low risk of identity theft to help them comply with the law.
