SEWER BOARD MINUTES
January 15, 2009
7:04 p.m. Meeting called to order by Chairperson Blair
Roll Call
Present: Blair, Chappell, Reznick, Rich Absent: Slucter Also Present: Denise Parisian, Village Manager; Mike Spitler, WWTP Operator; Betsy Kelly, Recording Secretary Blair stated that Slucter would be unable to attend the meeting due to a previous commitment. Motion by Reznick, second Chappell, to approve the absence. Motion carried unanimously.
Treasurer’s Reports/Bills
Motion by Reznick, second Chappell, to accept the treasurer’s report for December 18, 2008 as presented. Motion carried. Motion by Reznick, second Chappell, to accept the treasurer’s report for January 15, 2009 as presented. Motion carried. Motion by Reznick, second Rich, to approve payment of $23,199.94 for December 18, 2008 bills. Motion carried. Motion by Reznick, second Rich, to approve payment of $17,929.24 for January 15, 2009 bills. Motion carried.
Minutes
Motion by Reznick, second Chappell to approve the minutes of the November 20, 2008 regular meeting as presented. Motion carried.

Superintendent’s Report
Spitler reported on the following: additional flows at the plant during the December thaw and repair options for the RAS pump. Discussion followed regarding pipe infiltration and sump pump activity contributing to additional flows.
Old Business
1. Spitler presented an estimate from Verlinde Construction for $4,800.00 to install two check valves, one on each side of the sewer main in the river to mitigate damages in the event the main should break. Discussion followed regarding a time frame to complete the work, incorporating the expense in the new budget and the potential for stimulus monies for infrastructure projects. The Members agreed to put the work on hold until spring while still monitoring the pipe for any changes and to add $5,000.00 to the 2009-10 budget for the valves. The Members supported waiting until the project of replacing the pipe in the river and the lift station on the south side has been considered for stimulus funding.
2. Parisian presented copies of the proposed budget noting that this document reflects the $2.00/RE increase agreed upon at the last meeting which will fund equipment replacement at 100%. Discussion followed regarding the Goals and Objectives and the addition of the valves for the main in the river. Motion by Reznick, second Chappell, to send a recommendation to the Windsor Township Board and the Dimondale Village Council to raise the quarterly sewer charge by $6.00 per RE effective March 1, 2009. Motion carried, Rich opposed. Motion by Reznick, second Chappell, to send a recommendation to the Windsor Township Board and the Dimondale Village Council to approve the 2009-10 Sewer Fund Budget as amended to include $5,000.00 for installation of check valves to the main in the river. Motion carried, Rich opposed.
