MINUTES OF DIMONDALE/WINDSOR SEWER BOARD REGULAR MEETING
April 17, 2008

Also Present: Denise Parisian, Village Manager; Mike Spitler, WWTP Operator; Art St. Clair, Windsor Township Supervisor; Betsy Kelly, Recording Secretary
Parisian stated that Slucter had mentioned his possible absence at a meeting last week.
Treasurer’s Reports/Bills
Motion by Reznick, second Chappell, to accept the treasurer’s report for February 29, 2008 as presented.  Motion carried. Motion by Reznick, second Chappell, to accept the treasurer’s report for April 17, 2008 as presented.  Motion carried.  Motion by Reznick, second Chappell, to approve payment of $16,061.94 for February 29, 2008 bills.  Motion carried.  Motion by Reznick, second Rich, to approve payment of $51,347.01 for April 17, 2008 bills.  Motion carried.
Minutes
Motion by Reznick, second Rich, to approve the minutes of the February 21, 2008 regular meeting as amended.  Motion carried.
Open to the Public
St. Clair reported a lack of activity on the truck stop project and Parisian noted that a recent conversation with a company representative confirmed a permanent hold on the project. 
Superintendent’s Report
Spitler reported on the following: delivery of the new truck; sale of the old truck; and a potentially expensive repair to the outfall pipe at the plant which has become damaged by root infiltration.

New Business    
1.  Spitler explained that televising of the sewer mains in the Elm/Hamilton Street neighborhood is complete revealing two areas of concern that the contractor will begin repairing next week.   
2.  Parisian requested an interpretation of the language in the Table of Equivalent Factors.  She explained that Carl’s Supermarket was required to file a new account audit after the recent construction to determine if the sewer rate would need adjustment.  Parisian explained that grocery stores are charged at a rate of 1 RE per 250 sq. ft. of meat and produce area plus 1 RE per each 10 employees or fraction.  The previous audit submitted by the owners indicated a square footage of 1854 for the meat and produce areas which included the display portions, but the most recent paperwork demonstrates 644 square feet of meat and produce “preparation” areas.  Parisian requested clarification on whether the calculation should be based upon total area employed for theses purposes or just upon preparation zones.  The Members agreed that the current rate should remain in effect  because drains are most likely present in these units as well as in all of the freezers and a deli/bakery has been added with no change in rate.  The Board directed Parisian to notify the owners that the issue has been reviewed and the rate will remain at 8.416 RE’s for Carl’s Supermarket.
