MINUTES OF DIMONDALE/WINDSOR SEWER BOARD REGULAR MEETING
February 21, 2008
7:00 p.m. Meeting called to order by Chairperson Blair
Roll Call
Present: Blair, Reznick, Rich, Chappell (arrived at 7:10 p.m.)
Absent: Slucter
Also Present: Denise Parisian, Village Manager; Mike Spitler, WWTP
Operator; Art St. Clair, Windsor Township Supervisor; Betsy Kelly,
Recording Secretary
Blair explained that Slucter would be unable to attend the meeting and
that Chappell would be arriving late. Motion by Reznick, second
Rich to approve the absences.
Treasurer’s Report/Bills
Parisian explained that both Ball Septic and Ball Grease Trap are three
(3) months delinquent and that each company has been contacted with
partial payments due by February 22, 2008. Discussion followed
regarding contract requirements. Parisian expressed confidence in
repayment of the balances. Motion by Reznick, second Rich, to
accept the treasurer’s report for February 21, 2008 as presented.
Motion carried. Motion by Rich, second Chappell, to approve payment of
$37,423.18 for February 21, 2008 bills. Motion carried.
Minutes
Motion by Reznick, second Rich, to approve the minutes of the January
17, 2008 regular meeting as amended. Motion carried.
Open to the Public
St. Clair reported that a property transfer may occur in March for the
truck stop project.
Superintendent’s Report
Spitler reported that four (4) lift stations have experienced
mechanical failures in the past month due to aging infrastructure and
noted that the new truck should be delivered to the dealership during
the first week of March. Spitler stated that two individuals have
expressed interest in purchasing the old truck and questioned the
Board’s position in the sale of this equipment. Members directed
Spitler to obtain written offers from the interested parties for review
at the next meeting.
Old Business
1. Blair reported that the Township Board approved the 2008-09
Sewer Fund budget and rate increase but the issue would be revisited at
the February 26th meeting to clarify that the rate increase is $2.00
per residential equivalent per month. Chappell noted that the
Village Council also approved the 2008-09 Sewer Fund budget and rate
increase. Parisian explained that the rate change will be noted
on the back of billing statements sent in March and will also be
published in the March/April Village Newsletter.
2. Parisian requested that the Board revisit the delinquent
balances for Ball Septic and Ball Grease Trap. Parisian stated
that a cursory review of the contracts reveals a 60-90 day time frame
for enforcement of the terms and therefor she will send notices to both
companies next week if the agreed upon payments are not received on
February 22nd. Members agreed with the proposed action.
