WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING – MARCH 10, 2010

MEETING ROOM – 7:00 P.M.

 

Meeting was called to order by Chairperson Dave Kubicek.

Present: Kubicek, Blair, Bredin, Burton, Johnson, Pray

Absent: Borucki

Also present:  Jim Foulds, CPS

No public comments.

Blair gave report from Township Board.

Johnson gave report from Tri County Greening Workshop she and Borucki attended.

Towsley reported that the Recreation Plan has accepted and filed with the Sate of Michigan.

PRATT HOME OCCUPATION:

Foulds reported that he visited the site and spoke with Mr. Pratt and his attorney. There was no action or discussion by the Planning Commission as he is under a court order at this time.

 WIND ORDINANCE:

Discussion held on the revised copy.  There are still a couple of areas that need clarification.

STOVER/MCLEAN SPECIAL USE PERMIT:

Chris Stover, owner of the property, stated that mining and gravel is the best use of the land as it is very mucky.  The new proposed site is 1300 to 1400’ from  Nixon Road.  They will take off the muck and clay and beam like in the past.  They start at one corner and work.  There are other ponds on the lot and the Stover Lake has become a playground for them in the nice weather.  They probably will be pumping and it will be a +/- 12 acre pond.  They will haul with semi/gravel trains. There will be a haul route and hours of operation.  The project will last approximately 3-4 years.  Shifting and shaking will most likely not happen.  Discussion held on a Water Withdraw Permit from the State DNRE department.  The connection between the two access roads goes over a culvert and would not take the truck traffic without a new drain.

Blair moved and Pray seconded to set the Public Hearing for the Stover/Mclean Special Use Permit for April 14, 2010 at 7:00 PM.  Carried unanimously.

GOALS FOR 2010:

Reviewed the 2009 goals and made adjustments for 2010.  Set 6 goals as 3 have been accomplished this past year.

With no further business Pray moved and Johnson seconded to adjourn the meeting.  Carried unanimously.  Adjourned at 8:19 PM.
