WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING – NOVEMBER 12, 2008

MEETING ROOM – 7:00 P.M.

 

Meeting was called to order by Chairperson Dave Kubicek.

Present: Kubicek, Borucki, Blair,  Bredin, Burton, Johnson, Pray

Absent: none

No public comments.

Minutes of previous meeting were approved as printed.

Blair gave report from Township Board.

Towsley gave report on elections.

Supervisor St Clair was present and thanked the members of Planning for their time and commitment to the Township. 

Kubicek thanked Art & Jan St Clair for their time and commitment to the township.

By-Laws reviewed and found some corrections.  Ordinance reviewed and found some corrections

Pray moved and Johnson seconded to send the cleaned up copies to the attorney for review.  Carried unanimously.

Mixed zoning has been sent to attorney for review and then will hold public hearing and adoption.

SPECIAL USE PERMIT – CELL TOWER ON ST CLAIR PROPERTY:

Dan Nauman was present representing AT&T and the St Clairs were also present.

The application is for vacant land south of I-96 and north of Bishop Hwy on property owned by Art & Jan St Clair.  This tower will be able to handle 5 carriers with a 50’X50’ fenced area.  The tower will be 150’ tall.  There will be more information coming and a notarized letter stating they will take extra carriers.

Dan Nauman explained the maps that he presented.  Bredin asked if anything was within 88’ of the tower.  No all vacant land.  The only thing visible from Bishop Hwy will be the top of the tower.  It will be 200-300’ from I-96 and this land is not farmed at this time.  This is a 20 acre parcel.  No lights and the entrance will be along the fence line.

Borucki moved and Burton seconded to set the Public Hearing for the Cell Tower on the St Clair’s  Bishop Road property for December 10, 2008 at 7:00 PM.

Carried unanimously.

MASTER PLAN:

Discussion held on the plan and how to put out for people to see.  It can go on the web site and Blair will take care of this with possible front page news article.  Foulds will do the letters to the neighboring areas and how they can visit it.

Members are to review and make a list of changes. We will send to the Township  Board on Nov 25th meeting for the okay to send out to neighboring jurisdictions.  Then a 63 day waiting period for comments from other jurisdictions.  Then Public hearing will be held.

Borucki moved and Bredin seconded to send to Township Board for approval to circulate to other jurisdictions.  Carried unanimously.

Clerk reported that she has copy of new Village Recreation Plan.

Neighbor asked about Beck Rezoning request – no answer at this time as still tabled.

Discussed Township Recreation Plan.  Jim Bredin and Sandy Pray are willing to work on it after the New Year.

With no further business Pray moved and Johnson seconded to adjourn the meeting.  Carried unanimously.  Adjourned at 8:08 PM
