WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING – JANUARY 10, 2007

MEETING ROOM – 7:00 P.M.

 

 

Meeting was called to order by Chairperson Dave Kubicek.

Present: Kubicek, Borucki, Blair,  Bredin, Burton, Johnson, Pray

Absent: none

Also present: Jim Foulds and Vern Fountain of CPS

 

Johnson moved and Bredin seconded to retain the current officers for 2007 which are: Chair Dave Kubicek, Vice Chair Rick Borucki and Secretary Dan Blair.  Carried unanimously.

 

No public present.

 

Minutes were approved as printed.

 

Blair gave report on Township Board and Master Plan.

 

LANGE PROPERTY PRESENTATION:

 

Peter Jobson, Dorian Lange, Dave Haywood and Dan McCabe made a presentation on a proposed use for the 62 acres that is owned by Dorian Lange on the east side of Creyts Road.  They would be doing a mixed use which would include commercial along Creyts Road, multi family  in the middle and for sale condominiums along the river. They discussed senior housing but don’t think that is a good use of area.  Mr. Jobson has many projects similar to this around the state.  They use the same architect and builders so projects are the same.  The commercial area would cover about 12.8 acres.  There is one driveway onto Creyts for the entire project.  The one drive is a concern of the Planning Commission.  Mr. Jobson would make at least a portion of the project PLT as using MISDA bonds.  He does not feel that the project would fly with regular bank financing.  The bonds are for 20 years.  The property has sewer and water.  Currently there is not any commercial zoning on this parcel so they would need to apply for that.  The project would take 5-7 years to complete and it would put users on the water and sewer.  They would be interested in an additional township service agreement to help pay for services since the taxes are lower.  Mr. Foulds would like to see the entire Master Concept before starting the project.  The PLT would take an ordinance by the Township Board.  The total units would be 480.

 

Peter Jobson and Dorian Lange will meet with Jim Foulds and Art St. Clair to discuss the project further.

 

CONDITIONAL ZONING:

 

Discussion held on this new concept.  Not aware of anyone using or any court opinions on it at this time.  The township attorney has written a draft ordinance for us.

 

Borucki moved and Johnson seconded to set the Public Hearing for the Conditional zoning amendment for March 14, 2007 at 7:00 PM.  Carried unanimously.

 

Next month:  Will look at needed changes due to new laws and home occupation change as came back from township board and attorney.

 

With no further business Blair moved and Borucki seconded to adjourn the meeting. Carried unanimously.  Adjourned at 8:32 PM.
