WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING – OCTOBER 11, 2006

MEETING ROOM – 7:00 P.M.

 

 

Chair Dave Kubicek called the meeting to order.

Present: Kubicek, Borucki, Blair, Burton, Johnson, Pray

Absent: Bredin

Also present: Jim Foulds and Vern Fountain of CPS

 

Public Hearing for Lansing Golf Center Rezoning was called to order.

 

Chair Kubicek reviewed the application for the property  located at 5855 Michigan Road. They are asking for a change from A-1 (agriculture) to B-2 (Commercial).  The owner is Richard Couturier.

 

They would like to add a second business on the site for additional income.  They would use the small building for the sale of balls for the driving range and the large building would be leased to a landscape business and the pole building would park the trucks. The trucks would be picked up in the mornings by the workers.

 

At this time there are no plans to enlarge any of the buildings but could in the future.

 

Henry Wong 5809 N Michigan who lives to the south has no objections to the landscape business but concerns what else could go there if the property would change hands.

 

Kubicek read what could go in a B-2 zoning by right and by special use permit.  He stated that nothing industrial could be placed there without another rezoning.

 

Rochelle Wong 5809 N Michigan stated they have problems now with the golf range.  They have balls and people on their property and the noise in the area is bad.  They have horses and like to ride, her mom lives with them and she can not be outside and they find balls in the garden.  She stated she is against it because of no control of what could be next.

 

Couturier stated they have been there 21 years.

 

The owner of the landscape business is leasing with an option to purchase. 

 

Rochelle Wong stated that the site has had people leasing land for the past 4 years.  If sold it could get worse.  Landscape could buy and redo.  Verified that there is no water or sewer on the site.

 

Public hearing closed at 7:13 PM.

 

 

Chair Kubicek called the regular meeting to order.

 

No public comments.

 

Minutes of previous meeting were approved.

 

Blair gave report from Board of Trustees and Sewer Board.

 

Foulds gave update on Master Plan Task Force.

 

LANSING GOLF CENTER REZONING:

 

Foulds reviewed the report they had written.  The request conforms to the master plan and consistent with the area.   Landscaping contractor would need a Special Use Permit.

 

Blair questioned the multi use of one site – the way it is proposed it is okay. In the future they might need to divide the parcel.  If expand the building might need a site plan depending on size, etc.

 

Borucki moved and Pray seconded to recommend to the Township Board that the rezoning request for 5855 Michigan Road from A-1 to B-2 be approved.  (noting that the proposed use will need a special use permit).  Carried unanimously.

 

Discussion held on areas for future work:   (1) PUD moving section only  (2) Changes due to new state zoning laws (3) Contract zoning (next meeting)

 

With no further business Borucki moved and Johnson seconded to adjourn the meeting.  Carried unanimously.  Adjourned at 7:57 PM.
