WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING - MARCH 8, 2006

MEETING ROOM - 7:00 P.M.

 

 

Meeting was called to order by Chairperson Dave Kubicek.

Present: Kubicek, Borucki, Blair, Burton

Absent: Johnson, Pray

Also present: Jim Foulds & Vern Fountain, CPS

 

No public comments.

 

Minutes of previous meeting were approved as printed.

 

Blair gave report from Board of Trustees.

 

JACARANDA ESTATES # 3:

 

A revised plat map was presented with changes required by DEQ and ECRC.  Foulds reported that sidewalks are only on one side in phases # 1 & # 2.  All the other conditions are met and the plat is ready for other approvals.

 

Borucki moved and Blair seconded to recommend to the Township Board to grant tentative preliminary plat approval for Jacaranda # 3 and to waive the requirement for sidewalks on both sides and place them only on one side of each street. Carried unanimously.

 

MASTER PLAN UPDATE:

 

Borucki reported that the first meeting has been held and they will be meeting once a month starting in April to start the process with the Village of Dimondale Planning Commission.  Will take about 12 months.

 

BISHOP DEVELOPMENT REZONING REQUEST:

 

Kubicek reviewed the request and then Erik Walter, representing the applicant, shared with the commission that there are no specific plans for the land at this time. They will work with the township and the residents.  When asked about the one odd lot out he stated that they would at some time purchase the entire area.  In regards to sewer and water they would put in at their expense.

 

The commercial zoning could be used for restaurants, small shops or anything that would benefit the area. At this time they have not done any studies.  They would not build close to homes. They will be more than willing to meet with the residents and work out concerns.

 

Foulds shared that site plan review would control some of these items.  He also shared that access could be difficult, as Pat's Drive is a private road.

 

Blair moved and Borucki seconded to set the public hearing for the Bishop Development rezoning request for Wednesday, April 12, 2006 at 7:00 P.M.  Carried unanimously.

 

ZONING ORDINANCE CHANGES:

 

Borucki moved and Blair seconded to set the public hearing for the current changes for the zoning ordinance for Wednesday, June 14, 2006 at 7:00 P.M.  Carried unanimously.

 

SUBDIVISION CONTROL ACT:

 

Blair moved and Borucki seconded to send the new Subdivision Control Act to the Township Board for their action.  Carried unanimously.

 

 

With no further business Borucki moved and Blair seconded to adjourn the meeting.  Carried unanimously.  Adjourned at 7:53 PM.
