WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING - SEPTEMBER 14, 2005

MEETING ROOM - 7:00 P.M.

 

 

Meeting was called to order by Chairperson Arnoldo Martinez.

Present: Martinez, Borucki, Blair, Kubicek, Pray, Johnson, Marsh

Absent: none

Also present: J. Richard Robinson, PC, Jim Foulds & Vern Fountain of CPS

 

No public comments.

 

Minutes of previous meeting were approved as printed.

 

Blair gave report from Township Board.

 

Kubicek gave report from Board of Appeals.

Martinez asked Lange to read a letter that he given to him just prior to the meeting.

The purpose of the letter was to ask for another extension until the October meeting as Tri County Regional Planning is looking into changing the classification of Lansing Road.

 

Blair asked attorney if any problem with granting the extension as the developer is asking for it.  The reply was no as same as before.

 

Martinez stated that we need to use what is there now not in the future.  He also feels it is time for the matter to be moved on to the Township Board. 

 

Marsh stated that these extensions could go on and on.  He stated he is not in favor of the extension.

 

Martinez asked for motion to grant the extension - not offered.

 

Marsh moved and Pray seconded to deny the request to grant an extension until the October meeting.

Ayes: Marsh, Martinez, Pray

Nays: Borucki, Blair, Johnson, Kubicek

Motion failed 3-4, which granted the extension.

 

This vote was taken twice due to some confusion during the first vote.

 

MORRIS ESTATES II:

 

Mark Premer is the new developer for this project.  The project was previously approved and the first phase is done.  This project is RIB and will have 25 lots.

 

Foulds reported that a preliminary meeting was held and that all dimensions are met.  This project will not have sidewalks as phase I does not and they are not required.

 

Borucki moved and Johnson seconded to send the plat for Morris Estates II to the Township Board for Tentative Preliminary Plat Approval with the four conditions listed in the recommendation from Community Planning Services.  Carried unanimously.

 

STANDARDS FOR SITE PLAN REVIEWS:

 

Foulds shared site plan reviews criteria and guidelines that did not get into the site plan section of the zoning ordinance.  We will add them to the list for Public Hearing.

 

With no further business Pray moved and Marsh seconded to adjourn the meeting.  Carried unanimously.  Adjourned at 7:32 PM.
