WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

SPECIAL MEETING - AUGUST 4, 2005

FIRST PRESBYTERIAN CHURCH - 7:00 P.M.

 

 

Meeting was called to order Chairperson Arnoldo Martinez.

Present: Martinez, Kubicek, Blair, Marsh, Johnson, Pray

Absent: Borucki

Also present: Jim Foulds, CPS, J. Richard Robinson, Township Attorney

Chairperson Martinez stated that the purpose of this meeting is to discuss the Michigan Horse Park Special Use Permit application from Dorian Lange.

 

Mr. Lange read a letter asking that the decision be tabled until he can explore some issues brought up in the consultant's recommendation.

 

When asked how much time: Mr. Lange asked that it be until the September meeting.

 

No public comments.

 

Minutes of July meeting were approved as printed.

 

MICHIGAN HORSE PARK: (transcript pg__ )

Kubicek moved and Johnson seconded to untable the Michigan Horse Park Special Use Permit.  Carried unanimously.

Kubicek asked if going over the 60 days as defined in zoning ordinance was a problem.  Not if the developer requests it.

 

Attorney asked Lange if he was waiving the 60-day requirement?  Yes Mr. Lange answered.

 

Marsh moved to deny the Special Use Permit as per planner's recommendation. No second received.  Motion died.

 

Recess for court reporter that had a mechanical problem with machine.

 

Blair moved and Kubicek seconded to postpone decision on Michigan Horse Park Special Use Permit until the regular meeting on September 14th so that Planning Commission will have more information to make a decision.

 

Martinez moved to amend to add " all information" - Kubicek seconded the amendment.  Motion passed 5-1.

 

Chair Martinez asked that Lange keep us informed during this time period.

 

Martinez asked about letter from Gil Short - Mr. Lange said that they did not renew his contract as needed to hire 7 other consultants.  Martinez referred to Albion College letter.

 

With no further business Kubicek moved and Johnson seconded to adjourn the meeting.  Carried unanimously.  Adjourned at 7:32 PM
