WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION
REGULAR MEETING - OCTOBER 13, 2004
MEETING ROOM - 7:00 P.M.
Meeting was called to order by Chairperson Martinez.
Present: Martinez, Hall, Blair, Marsh, Burnett, Kubicek, Borucki
Absent: none
Also present: James Foulds, Vern Fountain
No public comments.
Minutes of previous meeting approved as printed.
Blair gave report from Board of Trustees and Sewer Board.
Kubicek gave report from Board of Appeals.
ST CLAIR TUNNEL SITE PLAN APPROVAL:
Kevin Metcalfe of Transdevelopment presented the plans for the Canadian National property which will be used for loading and unloading cars from trucks to rail cars.
They will be using 57 acres of their land at this time. The lights will be the newest technology. They will have 8' berm with plantings. They plan to use mainly evergreens. They will cluster them to give them the natural look.
There will be 50 trucks per day from Davis Hwy and 40 trucks from the plant. Some cars will be truck hauled directly to dealerships. They expect about 50 rail cars per day. They will be loaded on rail cars and stored there. They will be starting some land moving before bad weather sets in they hope.
Martinez asked the Fire Chief if he hand any concerns. He said no as they are low hazards.
James Foulds reviewed is recommendation to grant final site plan.
Blair asked if CN has contract with GM to haul the cars? Yes and they will be bringing some from other plants to this site.
Blair asked about Oak Highway closing. They can not close Oak until Nixon is improved to the point of being widen so that it could perhaps be paved at some time.
Metcalfe asked that someone from the township or planning consultant walk the property with him to work on the landscaping.
Burnett asked why there were not any trees from curve to Billwood. It is 1500 to 2000' from Billwood so they do not feel that they were necessary, as nothing is visible.
Bill Robbins of Trans stated they could do more if township felt it was necessary.
Jim Rozema of William & Works explained that he has talked to Brady Harrington about the drains and drainage. He has gotten a map of the area and learned that the water table could be high and the soil is clay. No drainage will go over Davis Hwy. They showed a plan with the detention areas.
Hall asked what chemicals would be present? Only during the first year when oils are present from the paving. These are new cars so they would not have any drips like cars being driven by the employees.
No walkway from this location to the plant.
Martinez read the recommendation from CPS.
Borucki moved and Marsh seconded to grant final site plan review based on the recommendation from CPS and that when the final construction plans are done that all questions are answered and reported back to the Commission. Carried unanimously.
It was agreed that Foulds and the Supervisor would walk the land for landscaping requirements.
Five-minute recess was taken. Reconvened at 8:00 PM.
Jim Foulds did a presentation on Special Use Permits.
With no further business Blair moved and Kubicek seconded to adjourn the meeting. Carried unanimously. Adjourned at 8:58 PM
