WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING - SEPTEMBER 8, 2004

MEETING ROOM - 7:00 P.M.

 

 

Meeting was called to order by Chairperson Arnoldo Martinez.

Present: Martinez, Hall, Blair, Borucki, Marsh, Kubicek

Absent: Burnett

Also present: Jim Foulds, Vern Fountain, CPS

No public comments.

Minutes of previous meeting were approved.

Blair gave report from Township Board.

Kubicek reported that there has been no Board of Appeals meeting.

WINDSOR HOMES - PHASE 1

Foulds discussed his recommendation to approve the site plan based on the conclusions from the September 2, meeting held with the Fram Building Group.

Brett Stockhill of Gove and Doug Stratton, the developer were present to discuss their agreement with Foulds’ summary.

Discussed followed on landscape buffer requirements. Foulds stated that only minimal was needed between R1-M and Agricultural zones.

Foulds contacted Blair Ballou of Eaton County Road Commission. Usual ECRC requirement was need for a second entrance if more that 50 lots. Ballou will follow up in writing granting waiver and approving road alignment with west Creyts Road development.

Foulds will discuss second entrance for emergency access with Chuck Cribley as well as building separation, which meets 20' requirement.

Hall asked if signs were planned. Stockhill said none were currently planned.

Doug Stratton, the developer agreed to internal sidewalks on westside connecting to Creyts Road.

Hall moved and Borucki seconded to approve the Final Site Plan based upon the September 2 recommendations of CPS. Carried unanimously.

WINDSOR PLACE PLAT

Mr. Kamphuis stated that he had revised the plat per previous discussions. He had obtained both ECRC and Drain Commission approvals. Changes included : bigger radius curves, detention basin relocation and the addition of a road into the commercial property.

Foulds agreed that new plat meets standards required for final preliminary plat approval.

Blair moved and Marsh seconded to recommend the plat to the township board for final preliminary plat approval. Carried unanimously.

ZONING CHANGES

Foulds presented proposed Standards for Site Plan Approval and discussed uniform standards requirements in Michigan that should be incorporated in next ordinance update.

Martinez voiced acceptance of proposal and that Emergency Vehicle Access Standard discussed with Cribley.

Subdivision control update will be provided for future meeting

The August 5, 2004 letter on Home Occupations from Township Attorney was discussed and Martinez suggested that the language "compliance with all other applicable laws and ordinances" be added. Dimondale is also working on theirs with Foulds.

WORKSHOP

Martinez discussed the potential Vision /Strategic Planning Workshop. Date choices include: Friday, 11/12 - all day or 6 -10; Monday, 11/29 - 6 - 10; Wednesday, 12/1 6 - 10; or Friday, 12/10 - 6 -10. Let Clerk Linda know when you are available. All Township and Dimondale officials, as well as community stakeholders may be invited to participate.

Hall and Blair questioned the format. Martinez stated that this would not be a Land Use Plan revision discussion but that the Michigan Townships Association format will be used to look at the Township 5, 10, 15 and 20 years into the future.

With no further business Borucki moved and Kubicek seconded to adjourn the meeting. Carried unanimously. Adjourned at 8:00 PM
