WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION
REGULAR MEETING - MARCH 10, 2004
MEETING ROOM - 7:00 P.M.
Public hearing for Carem Special Use Permit was called to order by Chairperson Martinez.
Present: Martinez, Hall, Blair, Burnett, Kubicek, Marsh
Absent: Borucki(arrived at 7:35 PM)
Also present: Vern Fountain & Jim Foulds, CPS
CAREM SPECIAL USE PERMIT:
Chad Covell stated that nothing has changed since the application was filed. He asked if he was locked into the number of units on the diagram. No, not until the site plan review and that could be amended if need be. The SUP is for the use of the property where site plan gives the specific buildings, etc.
No public comments.
Hall asked about hours of operation. He will have employees only during posted hours and then possible electronic gate for those who rent units and need access at other hours. He stated that he knows it will need to be fenced and locked up.
Martinez read the recommendation from the consultants.
No comments from the planning commission.

ARLINGTON HOSPITALITY SPECIAL USE PERMIT:
Stephen Harris stated that there have not been any changes since the application.

Martinez called the regular meeting to order.
No public comments.
Minutes of previous meeting were approved.
Blair gave report from Board of Trustees.
Hall gave report from village recreation committee.
CAREM SPECIAL USE PERMIT:
No additional comments or concerns from the commission.
Martinez read the recommendation from CPS.
Hall moved and Kubicek seconded to recommend the issuance of the Special Use Permit for Carem Equities with the recommendations as outlined in CPS report. Carried unanimously.
ARLINGTON SPECIAL USE PERMIT:
No additional comments or concerns from the commission.
Martinez read the recommendation from CPS.
Blair moved and Marsh seconded to recommend the issuance of the Special Use Permit for Arlington Hospitality for the Amerihost Hotel as per the recommendations of the CPS report. Carried unanimously.
ARLINGTON HOSPITALITY (AMERIHOST HOTEL) FINAL SITE PLAN:
Hall asked about signs - They are planning on a pole sign on Lansing Road, a monument sign at the driveway and one on the building. Hall also asked about landscaping on the property line. He stated that he sees a dumpster that has a fence around it but could the trees be 6' so that it would look better from Lansing Road?
Martinez asked when they planned to break ground? First week of May and completion will take about 7 months.
Hall moved and Kubicek seconded to approve the final site plan with the addition of the 6' trees around the dumpster and that the sign plan will be presented when the building permit is applied for and all recommendations of the CPS report are met. Carried unanimously.
CANADIAN NATIONAL REZONING REQUEST:
Tom Rigley was present to represent the railroad. He stated they are requesting to rezone about 223 acres from A-1 to M-1. They do not have a final site plan at this time as waiting to get the final input from GM.
He also stated that 75 acres that they own are up for sale at this time and they would most likely sell any land they do not need after the project is complete. They have met with the road commission and have made an agreement with them to abandon a portion of Oak Hwy. They have a wetland permit from DEQ that is good through December, 2004.
Burnett asked about Billwood and Davis being grade crossings? Yes.
Borucki arrived at 7:35 PM
Blair stated that the land use plan shows this area as M-1 and we need to keep that in mind.
Foulds had no comments.
Hall moved and Borucki seconded to set the public hearing for the St Clair Tunnel/Canadian National rezoning for April 14, 2004 at 7:00 PM. Carried unanimously.
ZONING ORDINACE CHANGES:
Master Chart: They have made minor changes and will continue to monitor for any changes until the time of the public hearing.
Home Occupations: On hold until the committee comes up with information.
Adult Entertainment: Not back from the attorney at this time.
Subdivision Control Act: They are taking out engineer requirements for roads, as they need to meet ECRC standards. Discussed the adoption of municipal standards for sewers, sidewalks, water, etc. Something we should look into for the future.
Site Condominiums: Each member had received a final copy from the attorney and it is ready for public hearing. There were no major changes made.
GOALS:
The goals from 2003 were reviewed and discussed. There was talk of perhaps doing a visioning session for the township. Martinez will bring back a final copy at the next meeting.
