WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING - FEBRUARY 11, 2004

MEETING ROOM - 7:00 P.M.

Meeting was called to order by Chairperson Arnoldo Martinez.

Present: Martinez, Hall, Blair, Burnett, Kubicek, Marsh, Borucki

Also present: Jim Foulds and Vern Fountain of CPS.

No public comments.

Minutes of previous meeting were approved.

Blair gave report from Board of Trustees.

Kubicek gave report from Board of Appeals.

CAREM SPECIAL USE PERMIT:

Chair Martinez has reviewed the application and stated that this property was rezoned for the use of storage units and office.  Chad Covell stated that there are no changes to his plan.

Hall moved and Kubicek seconded to set the public hearing for March 10, 2004 at 7:00 PM.  Carried unanimously.

AMERIHOST (ARLINGTON HOSPITALITY) SPECIAL USE PERMIT:

Stephen Harris was present from Arlington Hospitality.  Chair Martinez reviewed the application.  Mr. Harris stated that they are anxious to get started and the reason for the move was to be closer to the restaurants. 

Marsh moved and Hall seconded to set the public hearing for March 10, 2004 at 7:00 PM.  Carried unanimously.

WINDSOR DOWNS:

Dorian Lange, 4774 Smithville, Eaton Rapids, was present to discuss a proposed project on the property located in the Pinch/Lansing Rd area currently owned by Terry Hanks. This property is zoned Light Industrial and contains 197 acres.  The project includes turf tracks, expo center and housing for thoroughbreds. 

Mr. Lange will keep us informed as this project progresses.

CREYTS ROAD PROJECT - EAST SIDE:

Brent Stockhill, Gove Associates, was present to share a concept drawing for 20 acres of the 60 acres located on the east side of Creyts Road.  They are proposing buildings that contain 2 - 6 units and privately owned with the association owning the land.  They will be 1,200 - 1,400 sq. ft. and around $160,000.  They could have the first units for sale by Fall, 2004 if all goes well.

Five-minute recess was taken.

Reconvened at 8:40 PM.

MASTER CHART:

Vern explained the changes that have been made and will redo a couple or errors for the next meeting.

HOME OCCUPATION:

Arnoldo is forming a committee to gather information from other jurisdictions.

SUBDIVISION CONTROL ACT:

Jim has reread the proposal he had last month and is going to make some changes for the March meeting.

Hall gave report from Michigan Township Conference and several new Public Acts.

COMMITTEES:

Discussion held on who would like to work on what areas.  Will complete these assignments next month.

GOALS:

Discussed that the goals should show how to get the final results.  Discuss in March.

With no further business Blair moved and Hall seconded to adjourn the meeting.  Carried unanimously.  Adjourned at 9:25 PM
