WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION
REGULAR MEETING - NOVEMBER 12, 2003
MEETING ROOM - 7:00 P.M.
Meeting was called to order by Chairperson Inge Kyler.
Present: Kyler, Martinez, Blair, Kubicek, Murray, Hall, Burnett
Absent: none
Also present: Jim Foulds & Vern Fountain of CPS and Art St. Clair, Supervisor
No public present.
Hall moved and Martinez seconded to approve the minutes as printed. Carried unanimously.
Blair gave report from Township Board.
Kubicek gave report from Board of Appeals.
Hall gave report from village planning commission.
Martinez gave report from village recreation committee.
Clerk shared draft copy of Delta Charter Township's new comprehensive plan and changes to Eaton County zoning.
Site Plan Process:
Foulds shared copies of new guidelines and application and checklist for site plan reviews. Discussed adding a separate sheet for permission to visit which could be added to all applications.
Martinez moved and Marsh seconded to approve the revised site plan procedure and applications with the minor changes made tonight and have ready to use ASAP. Carried unanimously.
Setbacks:
Fountain has added the M-1, M-2 and PUD areas. Discussion held with Supervisor on what other changes need to be made. There are problems as the chart stands now with platted Vs non-platted areas. The revised chart will have many footnotes to refer to other requirements and all lots will have the same net size in an area regardless of platted or non.
Adult Entertainment:
J. Richard Robinson, township attorney, is reviewing.
Home Occupations:
Discussed what makes a home occupation a problem and how to handle them. How restrictive and what restrictions do we want? Do we want to make them Special Use Permits? Discussed areas of concern like: equipment, coming & going, delivery trucks, customers, parking, etc. Do we want them to register? Give permits? Use of an accessory building?
St. Clair stated he feels we need to let people have the best use of their property.
Foulds & Fountain will have a draft for review at the next meeting after hearing the discussion tonight.
Signs:
Foulds and Fountain are reviewing and will report any needed changes.
Subdivision Control Act:
Ours is definitely outdated and Fountain will work on a new one with the State Law Changes.
A big Thank you was given to Inge Kyler for her 9 years and 8 months that she has served on the Planning Commission. She has decided to retire and this is her last meeting.
With no further business Martinez moved and Kubicek seconded to adjourn the meeting. Carried unanimously. Adjourned at 9:02 PM
