Public Hearing for the Master Plan Ammendments was called to order by Chairperson
Inge Kyler.

Chair Kyler read the opening of the proposed changes. Hall explained that the purpose of the changes were to modify the [future] land use codes and the [future] land use map and to use the items that were in the zoning ordinance. Slucter stated that [it] was better to use just 6 codes rather than the large number that was used previously. Blair commented that this would help eliminate spot zoning and make the corridors more continuous zoning.
Klyer reviewed the letters that we received from Eaton Rapids Township, City of Lansing, Delta Charter Township and Eaton County. From comments made, we need to remember that we have a recreation plan.
Jim Sturdevant, Planner at Delta Charter Township, shared their proposed updated master plan along Waverly Road. They show this as changing from residential to commercial and industrial. They also have drawn a township service boundary, which is the line that divides where they will and will not provide sewer and water. They have held their public hearing and five public workshops and are just finishing up the changes. The entire plan can be seen on their website. They see this as a 20 year plan.
Ralph Reznick, Chair of Village of Dimondale Planning Commission, stated that he liked the codes but thinks we need to identify Farmland Preservation and Park Land. He also asked how this affected them, as our [current] master plans were done together. Do not feel that they are affected at all. He also questioned the one PUD area and what we saw [happening] there.
Art St. Clair, Township Supervisor stated that the zoning classes do not change but asked that the 32 acres that the township purchased on Holt Hwy be identified.

Regular meeting was called to order at 7:40 PM.
No public comments.
Hall moved and Martinez seconded to approve the minutes as ammended. [Carried unanimously.]
Heard report from Township Board and Village Recreation Committee. Next meeting of recreation committee will be July 31th at 5:30 PM in the Village Chambers. The next [meeting] of village planning commission is July 22nd at 7:30 PM.
MASTER PLAN AMENDMENTS:
John Hall stated that the property should be marked that the township purchased on Holt Hwy.
Slucter moved and Burnett seconded to accept the [future] land use map as amended with the marking of the 32 acres the township purchased and that all previous Windsor Charter Township Future Land Use Maps and Color [land use] Codes are hereby repealed. Carried unanimously.
Discussion prior to the vote included if we should designate park and farmland preservation. Martinez said that we have to revisit every five year, so to keep this in mind. Kubicek stated that if to be done very five years, we will have to start at like 4 years.
LABARE REZONING:
Blair moved and Slucter seconded to remove from the table the rezoning request for LaBare on Lansing Road. Carried unanimously.
Slucter moved and Martinez seconded to recommend to the township board to approve the rezoning request from Keith LaBare on Lansing Road from B-2 to M-1. Carried unanimously.
MORRIS ESTATES #2:
Mr. Morris presented the balance of the property to be platted off of Bailey Road. He showed where they had widened lot 38 to 110' and 25 & 26 had the house line moved. The report from Community Planning Services was reviewed. DEQ has issued a new permit with new drain tile. He would like a variance to the sidewalks, as they had in phase one. In reference to buffers, they have natural fencerows. They also need a variance to the cul de sac for roads.
Martinez moved and Hall seconded to recommend to township board to grant tentative preliminary plat approval to Morris Estates #2 with the variance to sidewalks and cul de sac over 600' long and all recommendations from Community Planning Services. Carried unanimously.
HAYWOOD REZONING REQUEST:
Dave Haywood is requesting that the property he and others own at the SW corner of Lansing Road and Creyts Road be rezoned from R1B to B-2. They own 6.8 acres in Windsor and 1.68 acres in Delta. They are also requesting rezoning in Delta. These two parcels are adjoining the Migaldi property that has been rezoned to B-2 and they will be planned all together. The O'Keefe property will be an island of residential zoning. Some talk over which class they are asking for in Delta and if it merges with our B-2. Vern will look into this.
Hall moved and Martinez seconded to set the public hearing for the Haywood rezoning for August 7, 2002 at 7:00 PM. Carried unanimously.
NEXT MEETING:
Blair moved and Kubicek seconded to move the August meeting from August 14 to August 7, 2002 due to Clerk's Conference. Carried unanimously.
ZONING CHANGES:
Discussed the room size for Bed & Breakfast. After much discussion, feel that the entire section should be rewritten for Motels and Bed & Breakfast. Vern will look into rewriting the two areas.
Discussed uses under the motor vehicle repair section and how to work with the M-99/Waverly Road corridor.
WORK SESSION:
The zoning changes will be worked on in a work session on September 25, 2002 from 7-10 PM. Inge will contact the gentleman about cell tower review. Another work session will be scheduled in October.
With no further business Slucter moved and Blair second to adjourn the meeting. Carried unanimously. Adjourned at 9:42 PM.
