WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION
REGULAR MEETING - FEBRUARY 13, 2002
MEETING ROOM - 7:00 P.M.

Meeting was called to order by Chairperson Inge Kyler.
Present: Kyler, Blair, Hall, Kubicek, Slucter, Burnett, Martinez
Absent: none.
Also present: Vern Fountain

No public present.

Minutes of previous meeting were approved as amended.

Blair gave report from Board of Trustees.

MORRIS SUBDIVISION MYLAR:

Discussion held on the fact that the mylar does not match the plat that was given final preliminary plat approval. Concern over ever getting the 3 lots into a plat if not now even more difficult in the future.

Slucter moved and Martinez seconded to have the chairperson of planning [commission] sign the mylar and then let the township board handle the missing three lots with help from counsel. Carried unanimously.

TEMPORARY CRUSHING PLANT:

Greg Hooper, project manager, stated that they have the contract for the crushing for the I-96 project. They will crush the concrete and then it will be reused on the sides. This part of the project should be completed by mid June, weather permitting. Then the stockpiles will be left for them to use as needed. They will have dust control and DEQ permit. They will use Lansing Road for the driveway. There will be 3 people on site and 7 gravel trains at peak time.

Discussion held on the noise level and current use of property. No night work. The new zoning shows this operation as needing M-2 zoning but since Mr. Ellison has been doing this type of work; Is this grandfathered? Hooper will be bringing in all of his own equipment. They were awarded the contract on February 5, 2002 and need to be ready to go on March 10, 2002.

Blair moved and Martinez seconded to table the request until a special meeting is held on Tuesday, February 26, 2002 at 6:15 PM at which time we will have consulted the township attorney. Carried unanimously.

GOALS FOR 2002:

Chairperson Kyler presented a list to the members. After some discussion the order of priority was changed. Slucter stated we need to enforce the laws we have and get the information for budget to hire zoning officer to the township board. Farmland preservation is also important.

LANDSCAPING/BUFFERS:

Discussed the final draft. Arnoldo [Martinez] moved and Slucter seconded to approve the landscape [ordinance] with one line change so it is now ready for public hearing. Carried unanimously.

FUTURE DISCUSSIONS:

Next meeting: Bed & Breakfast.

With no further business Martinez moved and Blair second to adjourn the meeting. Carried unanimously. Adjourned at 8:56 PM.
