WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION
REGULAR MEETING - APRIL 11, 2001
MEETING ROOM - 7:00 P.M.

Meeting was called to order by Chairperson Dick Slee.
Present: Slee, Kyler, Blair, Baker, Hall, Slucter, Martinez
Absent: none
Also present: Jim Foulds and Vern Fountain, AGS

Minutes of previous meeting were approved.

Blair gave an update from Board of Trustees.

MDG PROPOSED SITE PLAN:

Abdulla Mohamed and Mark M presented a drawing of the residential and multiple residential development for their land behind Concord Village. They have three zonings in Windsor Twp. (R-1B 35.6 acres, R-1M 91.5 acres, R-1D 25 acres) and they are thinking of requesting a zoning change for the R-1B to R-1D. King & McGregor have done the environmental study. They will tie into Old Farm Lane and Bridgeport and would like to add a road in connection with a church on the north end. They are proposing 75 x 135' lots.

Some of the concerns expressed were emergency service vehicle access/lack of green space. The neighbors expressed concern over the drain on the site and the fact that the area is always wet. Board of Water & Light provides utilities, like water, sewer and electric, and roads will have to meet City of Lansing and Eaton County standards.

The homes will be 2,000 sq. ft and in the $175,000-$200,000 price range. The R-1M is 4.4 units per acre and the homes (if all R-1D) would be 2 per acre. Discussed sidewalks - no definite plans at this time.

Planning Commission members expressed concern on high impact of cars, drainage and green space. These uses do conform to the Land Use Plan. Feel this drawing is better than the previous one they submitted.

The land is in two different school districts - Lansing and Holt.

Jim Foulds will draft a letter to them with concerns of the Planning Commission and the residents.

ZONING CHANGES:

The letter from Dick Robinson was reviewed and changes made as he suggested in the Sign and Site Plan ordinances. They were clerical changes mainly.

PUD:

Jim Foulds presented the proposal for changes in PUD. Will review and work on at the May meeting.

TRAINING CLASS:

Reminder of class to be held on Monday, April 30th at 7:00 PM in the [township] meeting room. Jim Foulds will be leading this class and the Village of Dimondale will be joining us.

SIGN INVENTORY:

Kyler reported that she had talked to Dr. Harvey about MSU students doing the inventory of signs this summer. They need at least $12 per hour plus vehicle expenses. Feel that at this time we have not budgeted nor sure about liability, etc so need to hold off for now.

With no further business Hall moved and Blair second to adjourn the meeting. Carried unanimously. Adjourned at 9:10 PM.
