WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION
REGULAR MEETING - AUGUST 10, 2000
MEETING ROOM - 7:00 P.M.
Meeting was called to order by Vice Chairperson Inge Kyler.
Present: Kyler, Blair, Hall, Baker, Slucter
Absent: Slee, Martinez
Also present: Jim Foulds, Vern Fountain
Called to order the public hearing for Lisa Bartlett Special Use
Permit for property located at Royston and Lansing Road. This
special use permit is to run a steel fabricating shop at this
location.
Kyler shared the written report from AGS.
Bartlett shared the new plan with the defined retention area and
parking changes.
Jay Austin 4922 Royston Road asked what part of driveway and if
any of Royston will be paved as recommended by AGS? They are
still waiting for the report from Baton County Road Commission.
He asked about berms and tree lines and sound barriers? There
will be a 75' buffer which are natural with trees. That is
required between M-1 and residential. The berm would be 5' above
the highest tree on the site. This is naturally there except in
one place by the pond. They will be cutting very few trees.
Hall inquired about night lights? Only over exit doors on the
buildings.
Kyler shared a letter from Lisa Bartlett.
Kimberly Austin 4922 Royston Road asked about hours of operation?
Office M-F 6 AM to 5 PM and shop 7 AM to 3:30 PM with some
Saturdays and a rare Sunday.
She asked about exterior of phase 2 building? Steel joice with
brick and steel sheeting and 8' masonary.
Hall asked about driveways not in plans? Drive up to big door at
shop, 100 X 200' entrance, employee parking mostly paved with
balance in gravel.
Slucter to Foulds asked about buffer on west side and if what
there would meet the requirements? Yes This would be okayed if
not thinned or they died out. Austin stated that in the winter
they can see Lansing Road and commented that NCPipe is very
dusty. Would they be willing to pay it all? Not in their plans
but would do what is required.
Foulds stated that zoning ordinance does not require entire area
to be paved. They can treat during the dry times and be in
compliance. The big trucks would tear up asphalt very quickly.
Jay Austin is concerned about the damage to Royston Road with the
big trucks. He was told he should contact ECRC if concerned over
the road, as they are in charge of roads not the township.
Kim Austin asked why the township board sent the rezoning request
back to planning commission and did not take their first
recommendation? It was shared that we see that area changing in
the make up due to Delta having the General Motors plant on our
north boarder and therefore our plan for the NW corner of
township is probably not realistic and needs to be reviewed.
Kyler shared the recommendation that was made to the board about
the plan and rezoning the second time.
Public hearing closed at 7:30 PM.
Regular meeting was called to order.
No public present.
Minutes of previous meeting were approved.
Kern Slucter reported on a workshop he attended on conservation
easements and development rights.
John Hall reported that the web site is up and running
BARTLETT SPECIAL USE PERMIT:
Blair stated that the biggest concerns appear to be dust and
buffers. He said that perhaps we need an inventory done of the
type and sizes and locations of the trees on site. This would
work through phase 1 and see if okay for phase 2 or if changes
need to be made.
Slucter stated that we could review the buffers with each phase
of building. Their plan is not to have any temporary buildings
within 10 years. They need to have a time line but not be locked
into it. With phase 2 we should have someone visit the site for
okay buffer and advise the planning commission.
Slucter moved and Baker seconded to approve the site plan and
Special Use Permit with the following conditions:
1. Recommendations of AGS
2. Applicant provide an inventory of buffer trees(size, type &
location)
3. Maintain the tree line at least as is today.
4. Place gravel in the areas of driveway that are not paved.
5. Revisit the buffer after January 1, 2002 for quality and if
okay for permanent approval.
Carried unanimously.
MORRIS SUBDIVISION:
A plat was submitted that is different from the past one so they
are asking for tentative preliminary plat approval. They have
several changes due to the drain and health departments.
Slucter moved and Blair seconded to recommend to the township
board to grant tentative preliminary plat approval to Morris
Brook Subdivision with the AGS recommendations and not require
sidewalks. Carried unanimously.
Discussion followed on sidewalks and how they are listed in our
Subdivision Control Act. Foulds stated that we either need to
amend the ordinance to not require sidewalks or grant variances
for one of the reasons.
JACARANDA ESTATES:
Jacaranda Estates was presented for final preliminary plat
approval for Phase I (lots 1-46). They have okay for wells for
these lots.
Slucter moved and Baker seconded to recommend to the township
board to grant final preliminary plat approval for phase one of
Jacaranda Estates with a variance to the requirement of
sidewalks. Carried unanimously.
MAPS:
Jim has met with Eaton County and the have the digitized parcel
maps. Clerk signed the paper work so Jim can obtain copies for
us. The base map we can use for zoning and use it to certify by
parcel numbers. There is no charge to us for these maps.
With no further business Baker moved and Slucter seconded to
adjourn the meeting. Carried unanimously. Adjourned at 9:00 PM
